You seem to be forgetting this is a TCG exclusive card and that the TCG has no bearing on banlist.

Eh, they'll get it eventually in some Extra Pack or other. Allure was directly Semi-Limited, so I don't see how it'd be implausible that they might can Rescue Cat once they get this.

There not canning Rescue Cat at all so stop thinking it. If they haven't banned JD or DAD after this amount of time then Rescue Cat is surely not getting the ban hammer as well.

 

This doesn't really seem that metachanging at all so I don't see the hype over this. It might work out in some odd beast hybrid deck or something. One of the useful combos I can think of off the top of my head is flip this card for Moja let Moja die and get Rescue Cat back from your Graveyard for another synchro swarm but that's incredibly slow in this format. Forgetting the synchro swarm you could do Sea Koala and something else to attack over whatever.

 

Getting Ryko isn't that bad but the deck type has to be very narrow and I don't believe the deck type that comes from this card can be all that competitive. Burn decks seem the most ideal use for this card at the moment.
