Card A has iffy OCG errors but a somewhat original effect. I don't see how beneficial it is to return one of your Synchro Monsters and then level up your Tuner which is already Level 4, and on top of that, reduce the Synchro Monster's Level by 2, making it possibly harder to Sync Summon.

 

Card B is a standard card but is OP'ed IMO because you get a free Winged Beast pretty much, you get to have one of your monsters attack twice (possible OTK), and you can possibly kill your opponents entire strategy (Lightsworns, Vayu, or maybe Zombie)

 

Card A is kinda pointless, Card B is OP'ed.

 

Card A gets my vote for not being OP'ed.
