First of all, members who don't use the site don't care how many points they have since they don't use the site, and if they don't care how many points they have, there's no reason for anyone else to care how many points those inactive users have either. Ergo, creating such a system to "reward" activity does nothing. Second of all, active members already get points for being active. That's how you get points in the first place.
