Depends on what your doing.

If your trying to make a GIF from a video then I would suggest you to DL Virtualdub.

From there you would open the video file in the program set the beginning and end of the gif (using the two "arrow" buttons on the right side; the one on the left set the beginning and the one on the right sets the end) then you would go to File > Export > Animated GIF and set to infinate loop.

You can also mess with filters by going to Video > Filters. From their you can crop the video, resize the image and mess with stuff like contrast and sharpness.

If your making a GIF from a series of images then use Shatteredfox's directions.

1. Create or get all the images you wish to use in the .gif and save them in photoshop as .psd(have all the images in different layers)

Next open up imageready and open up your .psd that you made.

Go to Windows> and make sure both "Layers" and "Animations" is checked.

Once you're their out of all the pictures make sure that only the first one is visible. (you can do this by clicking the 'eye' next to the layer that you don't want to show up.)

Once the image you want as your first 'frame' is in the preview click the button right under the preview box to set the delay between each 'frame'.

Once that is done, click the icon that is three to the right of the play button. (It looks like a box in a box) Now you're doing the 2nd frame.

Now un-hide the picture(click the eye to let it appear again) that you wish to make next and than click the box in a box thing.

Repeat.

Once everything is done File > Save Optimized

Congratulation. (sorry this instruction sounds weird half-ass but it's not but if you know at least basic knowledge of photoshop you should be able to get it ^_^...I suck at explaining. If you can't just post here and I'll try to reword.
