Tempest Magician's Effect

I've got a question about Tempest Magician's Effect;

 

Tempest Magician's Effect states "Once per turn, you can discard any number of cards to place 1 spell counter on a monster(s) you control for each card you discard." Does that mean every monster I have in play that can hold a spell counter, each get the same number of spell counters? Or do I have pick which cards get the Spell Counters Seperately?

You may only place spell counters on your side of the field equal to the number of cards you discard, regardless of which monster you place them.
