The chief signer is the top dark signer to get their you must be an signer and the previous chief signer was defeated so they choose who becomes one.The chief dark signer must have an dark tuner, dark synchro, earthbound field card , powerful earthbound immortal and an legendary support card.

Bio : As a child dueling was hard for Alex, Having very powerful Psychic powers he, was frowned upon by other children && Adults, The one one person Who stood beside him for so long, was His Aunt Akiza Izinski && His Uncle Yusei Fudo ;], Akiza had given him his red pendant to control his powers, as he got older , people grew to like him, until one week before his 15th birthday, he forgot to put on his pendant and dueled his best freind, his best freind perished during the duel, and poor alex, was frowned upon again, he couldnt handle it

and commited suicide by Summoning is ace card 'Elemental The Master Monarch' And attacking him self, he was then born as a dark signer :)
