Even that's generous. I'd make it:

 

Activate only when your opponent declares an attack. Pay 800 Life Points. End the Battle Phase and draw 1 card.

 

And even that isn't that good. I give this card, the most UP'ed thing I've ever seen, a 3/10.

Well, Konami likes UP cards so it would make a decent Staple.

 

Anyway, since the name contains Magical, you could use a Spellcaster bonus like adding an extra Spell counter to all face-up cards that can contain a Spell Counter (which would make up for the LP loss for a somewhat weak effect)

Please, don't do this again happygosplat. This card is useless and if you think it is cool, you are wrong since no-one in its right mind would add this card to his deck. He or she would choose Negate Attack or whatever other card, but this card is Negate Attack and has a cost.

Now it is in the wrong section. But the idea of this card could work in a Spellcaster-deck, definitely with Breaker and Skilled Dark and White. But still 800 lifepoints to pay, people still will choose Negate Attack, since it ends the Battle Phase.
