Make a Gemini monster, 1st to 5 votes gets 3 reps from loser.

My card:

This card is treated as a Normal Monster while face-up on the field or in the Graveyard. While this card is face-up on the field, you can Normal Summon it to have it treated as an Effect Monster with this effect:

* Once per turn, you can select the top card in your opponent's Extra Deck. If the selected card is a Synchro Monster, remove it from play and inflict damage to your opponent equal to the monster's Level x300.

Masquerade Beauty's card:

This card cannot be Normal Summoned or Set, except while this card is on the field. This card can only be Special Summoned by removing from play 2 DARK monsters from your Graveyard. This card is treated as a Normal Monster while face-up on the field or in the Graveyard. While this card is face-up on the field, you can Normal Summon it to have it be treated as an Effect Monster with this effect, ignoring the summoning conditions:

* This card can attack all non-DARK monsters your opponent controls once each. During the End Phase, increase this card's ATK for every 2 cards destroyed x200.

This is actually a very tough decision...

Neither of the cards are very playable, as they would get destroyed in a blur in today's meta.

But if I did have to vote, I'd choose Jigglypuff's.

Reason: Masquerade's card is rather powerful, but it really doesn't have anything to offer, as it needs both a Tribute and another summoning, while it doesn't have the stats to back it up.

Jigglypuff's card would have caused so much anihilation in the meta, a lot of players would give up on Synchro's. The only bad thing about it is that it needs a Gemini Summoning.

Imagine the crazy amounts of damage your opponent would take when you came down to his Stardust's and other high-level Synchro's. >=)

So, my vote goes to Jigglypuff.

Masquerade card is a nice card for non dark enemy card and it's not to hard to summon it although if the enemy is a dark deck the effect won't go

While jiggly card destroys syncrho monster but not only synchro monster it's from the extra deck it also could destroyed fusion card although the effect won't work to a deck with no extra deck

so I choose... hmm..... masqurade even if the enemy is a dark deck but it still has a strenght to attack the enemy
