Truw, Ikkaku chose not to reveal his bankai, but htat doesn't matter. Hitsugaya is weaker than Other Lieutenants too. (I say as fast because, during Kenpachi's backstory episode, we see Yachiru younger than she is now. We also see Rukia and Renji as children during their backstory episode.)
