♥ ЅϯᵲåώӀӞ℮ᴙʀɣ−ɴɨɨ−ƈħåɴ ♥
First of all, you should learn different programming languages first. The type of language depends entirely what you want to make it for. If it's a standalone program, try the variants of C, or Java. Then you need to design the template of a blank card, or design it yourself. You also need to find all the required symbols and any other graphics that the card requires. You need to research a bit to find the correct font that's similar or the same as the font on the card itself. If this is going to be online-based, you need some skills in HTML and some other ones. A card generator in itself is not a simple task. You need to know quite a bit. Having a group of people help you out is a big plus.
