Name: Racing Road

Type: Field Spell

Rare Level: Rare

Effect: Spell Cards cannot be activated except for Quick-Play Spell Cards.

 

I'd like your opinions on this card.

I think you mean:

If it's a field card, the face-up only bit is assumed.
