Here ya' go.

This card cannot be Special Summoned or Set. This card can only be Summoned by the effect of "Maiden of the White Garden". This card is also treated as LIGHT and DARK. When this card is Summoned, if "Black Garden" or "White Garden" exists in either players' Deck, Hand, Graveyard, removed zone, or field, place it in your Hand. As long as "Black Garden" and "White Garden" are both in your hand, once per turn increase this cards' ATK by 1000. When this cards' ATK is 3000 or more, return "White Garden" or "Black Garden" to the owner, or discard it if it is yours. When this card is removed from the field. remove it from play, as well as all "White Garden", "Black Garden", "Maiden of the White Forest" from play, and destroy all "Rose Token"'s, and "Flora Token"'s.

I have reposted the card, due to the inability to see it.

I don't think the card is OP'd, especially if you take in concern the steps it takes to get the card on the field. To get mines on the field, it requires 3 cards, and 10 turns minimum. If you'd like, PM me and I can show you the cards required, and why The Bi-Elemental isn't OP'd.( from the standpoint of what it takes to get it on the field.)
