Supposedly, Square says that if enough copies were sold, they would strongly consider it. Let's see, Japan sold roughly 2.2 million copies, and the US sold 25 million copies, then Europe and Australia sold about 15 million copies. This is what remember from another site, I don't know the exact amount, for all I know, I could be WAY off.
