On-topic: It takes too much effort to pull of a Dark Hole with this kind of requiments, while Lightning Vortex acts like a Mini Raigeki that only requires a discard a card from your hand, so Lightning Vortex isn't much of a dead draw as Chaos End, especially at the beginning of the duel.

Your reasoning is still obsolete. Victory Dragon was not banned because of how the game is played in the OCG, it was banned rather for it's ability to win matches. I know that this is your reason why it was banned, but to tribute 3 Dragons, the inability to be Special Summoned, for a mere 2400 ATK that has to attack directly and reduce the opponent's Life Points to 0 is something that will almost never happen making Victory Dragon a terrible card. In theory, Victory Dragon is still able to win matches, however, the chances are unlikely, but for that reason, and that reason alone, it must remain banned.

Besides this one anamoly, my reasoning fits. None of the cards that are banned are bad cards. Premature Burial isn't super broken, but in it's combos it is, hence the ban. Butterfly Dagger - Elma isn't broken, but in it's combos it is. The point is, besides Victory Dragon, none of the banned cards suck, so my reasoning is still true. Reworded:

 

"A card is not banned if it sucks. A card is only banned if it offers too much advantage inside or outside of a combo with little to no draw back to even it out, excluding Victory Dragon, which still has sound reasoning as to why it is banned even if it does suck."

 

I will admit I forgot about Victory Dragon, but my reasoning is still not obsolete.

Fair enough, but we're only talking about currently banned cards. There are still many cards that suck that still deserve a ban.

 

Also, Premature Burial is broken for your information. Even if you were to ban all the cards that combo well with it, Premature Burial should be banned.
