I like it, OCG is good as well as the whole not overpowered bit means a good balanced card.

From what I see, this looks like a Dark Athena, with some minor and handy abilities. I would suggest dropping his level to 6 (Monarchs would LOVE him), simply because you can do more for two Tributes.
