This card can only be special summoned. When you negate an attack while this card is on your side of the field by halving this cards attack you can attack diretcly.

 

ATK/2000 DEF/900

Question: How can it attack directly in your opponent's Battle Phase that had an attack negated?

 

Answer: Doesn't make sense. Basically put 'in your next Battle Phase'

 

E.g.

This card can only be Special Summoned. When you negate an attack while this card is on your side of the field, you can attack directly during your next Battle Phase by halving this card's attack.

 

15/20 - The idea's not bad, and the OCG of yours needs just a little bit more editing, but the negatives is that it doesn't make sense and the card is bad: You need to have it in grave or deck and S. Summon it. Why? It's not that powerful.
