I didn't quite know where to place this, since some of the cards are from video games, but anyway, here are the speed cards, including the ones from WC2009. I also included their texts since some are different in the game.

Speed World

Field Spell

When you activate a Spell Card, other than a "Speed Spell", you take 2000 damage. During each player's Standby Phase, place 1 Speed Counter on this card (max 12). When you take damage, remove Speed Counters from this card for each multiple of 1000 damage taken.

NOTE: In the video game, it prohibited non-"Speed Spell" Spell cards altogether.

 

Speed World 2

Field Spell

When you activate a Spell Card, other than a "Speed Spell", you take 2000 damage. During each player's Standby Phase, place 1 Speed Counter on this card (max 12). By removing a number of Speed Counters from this card, activate one of the following:

● 4: Inflict 800 damage to your opponent for each "Speed Spell" card in your hand.

● 7: Draw 1 card.

● 10: Destroy 1 card on the field.

NOTE: I bet in the video game that uses this, i bet it will have similar errata to Speed World.

Note that I'm not putting "Speed spell - " at the beginning of each name to save space. Also, all Speed Spells are either Normal or Quick-Play Spells.

Acceleration Limiter

Normal

Until the end of the opponent's second End Phase, they cannot place Speed Counters during standby Phases.

NOTE: That's what the effect really did in WC2009, but I don't know how to word it.

 

Accelerator Draw

Normal

Anime effect: Activate only while you control a "Speed World" with 12 Speed Counters on it. Draw 2 cards.

WC2009 effect: (Also requires your opponent to have 4 or less Speed Counters.)

 

Angel Baton

Anime effect: Activate only while you have 2 or more Speed Counters. Draw 2 cards. Send 1 card from your hand to the Graveyard.

WC2009 effect: (Requires you to remove 7 Speed Counters to activate.)

 

Count Up

Normal

Activate when your Speed Counters are 2 or higher. Send a number of cards from your hand to the Graveyard. Increase your Speed Counters by 2 for each card sent to the Graveyard by this effect.

 

Curse of Fate

Normal

Activate only when you control a "Speed World" with 2 or more Speed Counters. Place 2 Cursed Counters on a face-up monster you control. Once per turn, by removing 1 Cursed Counter of your monster, inflict half of the ATK of that monster to your opponent's Life Points. If you do, that monster cannot declare an attack this turn.

 

Dash Pilfer

Normal

Activate only while you control a "Speed World" with 4 or more Speed Counters on it. Gain control of 1 face-up Defense Position monster your opponent controls until the End Phase.

 

Final Attack

Normal

Activate only while you control a "Speed World" with 8 or more Speed Counters on it. Double the ATK of 1 monster you control. That monster cannot attack your opponent directly and is destroyed during the End Phase.

 

Gap Storm

Normal

Activate only while the difference between the Speed Counters on a "Speed World" you control and a "Speed World" your opponent control is 10 or more. Destroy all Spell and Trap Cards on the field.

 

Half Size

Normal

Activate only when you control a Speed World with 3 or more Speed Counters. Select one monster your opponent controls. Halve its ATK and gain Life Points equal to its ATK.

 

Overboost

Normal

Gain 4 Speed Counters. During the End Phase, the number of Speed Counters on your "Speed World" becomes 1.

 

Power Baton

Normal in anime, quick-play in video game

Anime: Activate when you have 6 or more Speed Counters. Send 1 Monster Card from your Deck to your Graveyard to have 1 monster you control gain ATK equal to the sent monster's ATK until the end of the next Damage Step. You cannot conduct your normal draw during your next Draw Phase.

WC2009: (Only boosts ATK by half the sent monster, but is a quick-play)

 

Rapid Shot Wing

Normal

Anime: Activate only while you control a "Speed World" with 4 or more Speed Counters on it. Target monster gains 100 ATK for each Speed Counter on your "Speed World" until the End Phase.

WC2009: (Only requires 3 or more Speed Counters.)

 

Reactor Pod

Normal

Anime: Activate only while you control a "Speed World" with 4 or more Speed Counters on it. Select 1 monster you control with 1000 ATK or less and inflict damage to your opponent equal to the original ATK of the selected monster.

WC2009: (Inflicts damage equal to the selected monster's ATK.)

 

Shift Down

Normal

Anime: Remove 6 Speed Counters. Draw 2 cards.

WC2009: (Requires you to remove 12 Speed Counters.)

 

Silver Contrails

Quick-Play

Anime: Activate only while you control a "Speed World" with 5 or more Speed Counters on it. Select 1 WIND monster you control. The selected monster gains 1000 ATK during the Battle Phase this turn.

WC2009: This card can only be activated by removing 2 Speed Counters. Increase the ATK of 1 face-up monster by 1000 points until the End Phase of this turn.

 

Slowdown Machine

Normal

During the turn this card is activated, remove 1 of your opponent's Speed Counters for every 500 points of damage inflicted to your opponent.

 

Sonic Buster

Normal

Anime: Activate only while a "Speed World" you control has 4 or more Speed Counters on it. Select 1 monster you control and inflict damage to your opponent equal to half its ATK. (This effect does not resolve if this card's effect reduces your opponent's Life Points to 0.)

WC2009: (Only requires 2 Speed Counters and can defeat your opponent.)

 

Speed Energy

Quick-Play

Anime: Activate only while you control a "Speed World" with 6 or more Speed Counters on it. Target monster gains 200 ATK for each Speed Counter on your "Speed World" until the End Phase. That monster cannot attack your opponent directly.

WC2009: (Instead requires the removal of 2 Speed Counters and allows affected monster to attack directly.)

 

Speed Fusion (basically a Speed version of "Polymerization")

Normal

Activate only while you have 4 or more Speed Counters. Fusion Summon a Fusion Monster.

 

Speed Jammer

Normal

Activate by removing 2 of your Speed Counters. Remove 6 of your opponent's Speed Counters.

 

Summon Speeder

Normal

Anime: Activate only while you control a "Speed World" with 4 or more Speed Counters on it. Special Summon 1 Level 4 or lower monster from your hand.

WC2009: When you have 3 or more Speed Counters, you can activate this card by removing 2 of your Speed Counters. Special Summon a Level 4 or lower monster from your hand. This monster cannot attack during the turn it is Special Summoned.

 

Synchro Return

Normal

Activate only while you control a "Speed World" with 5 or more Speed Counters on it. Special Summon 1 Synchro monster that is removed from play. That Synchro monster is removed from play during the End Phase.

 

The End of Storm

Normal

Anime: Activate only while you control "Speed World" with 10 or more Speed Counters. Destroy all monsters on the field and inflict 300 damage to each player for each monster they controlled that was destroyed.

WC2009: (Requires you to remove 10 of your Speed Counters.)

 

Tune-Up 123

Normal

Activate when you have 4 or more Speed Counters. Select 1 monster you control. Roll a 6-sided die and increase its Level according to the result.

● 1 or 2: 1.

● 3 or 4: 2.

● 5 or 6: 3.

 

Vision Wind

Normal

Anime: Activate only while you control a "Speed World" with 2 or more Speed Counters on it. Special Summon 1 Level 2 or lower monster from your Graveyard. That monster is destroyed during the End Phase of the turn.

WC2009: (Required the removal of 2 of your Speed Counters.)

 

Wheelie Breaker

Normal

Activate by removing 8 of your Speed Counters. Destroy all face-up monsters your opponent controls.

 

Zero Rebirth (known as Zero Reverse in WC2009)

Normal in anime, Quick-Play in WC2009

Anime: Activate only while you control a "Speed World" with 3 or more Speed Counters on it. Special Summon 1 monster destroyed by an opponent's card effect this turn in Attack Position. Its ATK becomes 0.

WC2009: This card can only be activated by removing 4 of your Speed Counters. During the turn this card is activated, Special summon 1 destroyed monster from the Graveyard, and place it on the field in Attack position. The monster is Special Summoned at 0 ATK.

EARTH Level 6 [Rock / Effect]

ATK 100 DEF 3000

You can Special Summon this card by Tributing 1 "Gate Blocker" you control. Your opponent cannot use the effect of "Speed World" to place Speed Counters on itself.

 

Accel Zone

Normal Trap

Anime: Activate when your opponent gains Speed Counters other than by the effect of "Speed World". You gain 5 Speed Counters.

WC2009: This card only be activated when your opponent activates a "Speed Spell" Spell card. Increase your Speed Counters by 6.

 

Doom Accelerator

Normal Trap

Anime: Activate only when you receive Battle Damage. You do not lose Speed Counters on a "Speed World" you control due to damage taken in this battle. Gain 1 Speed Counter for each multiple of 500 damage you took from that battle.

WC2009: This card can be activated when you suffer Battle Damage. Increases your Speed Counters by 1 for every 300 points of Battle Damage to your Life Points.

 

Full Throttle

Continuous Trap

Place 1 Speed Counter on a face-up "Speed World" every Standby Phase.

 

Slip Stream

Normal Trap

Anime: Activate only when your opponent activates a "Speed Spell" Spell Card and you have less Speed Counters on a "Speed World" you control than a "Speed World" your opponent controls. During your next Standby Phase place Speed Counters on your "Speed World" equal to the difference in Speed Counters on "Speed World" between you and your opponent.

WC2009: (Your opponent doesn't have to activate a "Speed Spell" for you to activate this card.)

 

Speed Booster

Continuous Trap

Anime: The following effects are activated when your Speed Counters exceed those of your opponent:

● Opponent's turn: You can negate a number of attacks up to the difference in Speed Counters.

● Your turn: Once per turn, you can inflict damage to your opponent equal to the difference in Speed Counters x 100.

WC2009: (It could only negate 1 attack during each opponent's turn.)

 

Speed Edge

Continuous Trap

During each Standby Phase, if you have more Speed Counters than your opponent, inflict 300 damage times the difference of Speed Counters to your opponent.

 

 

 

If I made any errors on any of the following, please tell me and I will edit it. Anyway, discuss what the ban list would look like for Turbo Duels, whether adding a cost of removing all 12 of your Speed Counters makes the really powerful banned cards balanced, if the Speed Counter requirements and costs of the cards make them all able to be put to 3 on a good list, whether you like the anime or the WC2009 effect better, etc.

BUMP.

The two Speed World cards would slow the game down dramatically. If Turbo Duels were real, they would probably be very interesting, as it would add quite a bit more strategy to the game. Although some decks would be completely shut down, other decks could get a chance to rise against Gladiator Beast and Lightsworn.

Making those Speed-altered Spell cards would be cool too, especially on Speed World 2. On Speed World, it would be very tough to play one of the banned cards, but on Speed World 2 it would be a bit easier since your opponent would have fewer options of removing your Speed Counters. Does having to remove 10 or 12 Counters still make the broken cards worth using? Are they still banworthy even in a Turbo Duel?

How different would the banlist be for Turbo Duels? Would it be different for each Speed World? What would the meta be like? I think it would be a Gladiator Beast meta.
