Help with a Anti Meta Deck

I dont know wether to put this in the deck section or not, but i do need sugestions on making a Anti Meta deck, a list of cards is appreciated.

i need one good for ether Black Wing or Lightsworn. but i also need a deck within a reasonable price, but i dont stand a chance for getting a good card (rai oh for example)

1| Post this in the Your Deck section.

2| There are different kinds of Anti-Meta decks. (Little City, Raccoon City, Gadgets ...) You have to pick one.

3| The cards that you listed are NOT good in anti-meta. They are mainly for side decks.

4| There are not different decks VS LS and VS BW. You use the same deck, but side different stuff.
