Not really. Not when there are Effect monsters that can equal or surpass their ATK/DEF and have helpful additional abilities.

 

The "Monarchs" for example, have 2400 ATK (more than most Level 5 and 6 Vanillas) and all have powerful effects when Tribute Summoned, while 1-Tribute Vanillas can't do anything.

@Max Darkness: Say Sand Storm was a Fire type monster combined with the trap Card Backfire and an all fire type monster deck your opponent takes more effect damage. However since its an earth type I almost see your point (you could use it for discarding when you have cards that discard from your hand to activate). :)
