It is not overpowered because they specially designate "Monarch" monsters as a target.

You forgot to write ATK and DEF of Monarch Devourer.

 

The effect of Anti-Monarch and Fake Monarch also affects them, since written as "Monarch". Do you planning somthing here?

 

Anyway, it is a good complementary for a Fiend deck.

If I had 2 Anti-Monarches at hand, and 2 monsters on my side of field. When a monarch monster tribute summoned, I can tribute both of my monters to special summon all of two Anti-Monarches at my hand.
