Arterey
[/i]A ruling exists that when Skill Drain is on the field, Tuningware may not be used as a 2 star. At the same time, the function that the counting occurs after the monsters used for a synchro summoning are sent is in place. Therefore, if it's effect is negated by the effect of Junk Synchron, could you summon five star synchros? Everyone I talked to has a different opinion, but every judge i've spoken to agrees that you can, in fact, use it as a 2 star. Their reasoning was the above, it would be sent then counted, therefore, junk synchron's effect was not in place (it is in the graveyard at the time of counting) Now, Ycm, discuss. Arterey
I have a deck (somewhat) built around it. Even then, this applies to ANY synchro.

~ P O L A R I S ~
When you choose whether to activate Tuningware's effect of being a Level 2 monster, you do so while Tuningware's on the field when you declare that you intend to Synchro Summon. Only afterwards do you send your material to the Graveyard and Special Summon the Synchro Monster, which happen simultaneously. This is why I'd suppose Skill Drain would negate Tuningware's Level modification ability, and why the ruling was made. If a judge says it's legal then it's legal period. cuz judges are holy and never wrong ever.

Flame Dragon
If Skill Dragon negates the effect, that can only mean that he is on the field when the stars a count and since Junk also negates so I'd assume it's only counts as level 1. Toffee.
Technicly, Tuningware's effect happens in the middle of a Synchro Summon. But an offical ruling is an offical ruling. You cant really bypass those >____>

BehindTheMask
Simply put: 1) The Level modification effect is negated. It can only be treated as a Level 1 monster. This effect is applied on the Field, and so, is negated. 2) The drawing effect is not negated, as it activates in the Graveyard.
