Looking at the Earth from a foreign planet gives him that saiyan power back while on that planet. Also the reason why his SS4 form has the tail back.

 

I think he meant during the fight against Vegeta (scouter)/Great Ape (which was on earth).

 

My theory is that all sayans always will keep their power to transform as long as they have enough power and fighting spirit (the moon will help aswell). Gohan also transformed even when Piccolo destroyed the moon and he was on earth. So I think it is primordial.

 

I also need some more card ideas for my dbz gallery...if anyone has idea of who they would like to be made into a card plz tell me...

yes, but compared to the cards i make now, i can restart...but i can't really find good pics of him in base form

Scouter Vegeta along with all other Saiyans when they landed for the fist time, had their tails tied around their waists and it looked like a belt. Plus, Vegeta transformed during the day by making an artificial moon with his ki blast, which is what enabled him to talk while in great ape form

Well actually he could talk becouse he was 1 of the royal family, it runs through thier genes. While most Saiyans can't talk or remember anything while being a Great Ape, Vegeta (and Bardock) can, making them special, it has nothing to do with artificial moons.
