Look, E-Heros are not a good Archtype. This is why you combine them with Evil Heros/Dark Fusion. They work ALOT better that way.

Miracle Fusion is 402% better then Polymerization.

 

Skyscrapper(out side of Little City), Fifth Hope, Hero Signal, Justi-Break, Hero Counterattack, and Covering Fire just suck.

 

So do the other vanilla Elemental Heros(except for Sparkman and Clayman).

^Scratch that, the ONLY Heros you should use, are Stratos, Sparkman, Clayman, and 3 copies of Wildheart.

as for the deck, yeah dude it really does suck, if you want insperation, look for my topic called Hex-Sealed Heros, try that out for size

I think that along with the Big City deck type, the only good E-Hero deck uses Absolute Zero(JP promo for now, coming out in a few months bundled with Yugioh GX manga Vol.4).
