By himself you mean Naruto's dad, the 4th? I believe that is not him because when someone used Fuin Jutsu, their whole soul will be swallow by the God of Death. I think (just a theory though) the person that Naruto saw during the 8th Fox Tails incident is just a form of Jutsu, that act like a security program if somehow Naruto lost control and reach 8 Tails.

Eh... what i meant is a Jutsu, not a real program. Just think that Jutsu as a computer program. It has an input (user Chakra), process (perform Hand Seals) and output (the Jutsu itself).

 

Anyways regarding the technology in Naruto's world, they also have a Steam Train, long range communication (using a radiator), etc etc... But they still don't have a car. It seem horses is cheaper in Naruto's world.
