Judge my spellcaster deck (open to advice)

This deck has worked for me so far, but since people don't like to duel me I haven't had much of a chance to test it out, so from your opinion I'd like a rating from 1 to 10 on how good this deck is and/or advice on what i need.

 

Deck tactics: Usually I get citadel in my first hand, if not D.D. capsule. So I try to set up a defence with citadel and Defender, or just a continuous trap. Then I'll have my opponent's monsters and traps under control using counters on marionette or blast magician and swarm of locusts. Dark eradicator is easy to get out using skilled dark magician or miracle restoring. When I build up 10+ counters, i usually get mega ton magical cannon which is a total wipe out. Usually when I clear my opponents field using cannon or other means, I'll have tons of counters on cerberus or citadel so when my opponents life points are open its game. Usually my field is full, so white magician pikeru boosts my life points from 2000-6000 per turn. Also Magical blast is a reliable source of counters and lp damage alone or with eradicator, while the light and dark balance is pretty good so chaos sorcerer is a reliable last resort. All in all I pretty much pown with it.

Take out Pikeru, Swarm, Heart, LLAB, Cannon, Blast, DM, DEW, and all of the Trap line-up other than Magician's Circle.

According to the Advanced format of March 09 the only thing illegal is Magician of faith. Besides that pikeru, swarm, and blast all need the trapline and LLAB to be protected.

Here's a better build than yours. It's also relatively cheap and much more effective. You should be able to get these easy save Allure and Mirror Force. Most of these cards are in the Spellcaster's Command Structure Deck.
