How do you resize a yugioh card (website), and what pixels/inches do you set it at?

I am printed a yugioh card and would like to know which website you use to resize it and what pixels/inches you set it at. Thanks

 

PS: I don't have Adobe Photoshop, though I have Picasa and Windows Picture and Fax Viewer. Thanks!:P
