Using "strong" attacks isn't meta, friend:? You need to understand prediction, correct switching, EVs and IVs. You need to have knowledge on Pokemon and what sets work for them. This is two fold, ie what they're most likely to have and what's best to use. Your team needs to have checks or counters to the more threatening of sweepers in Pokemon such as DDMence or SDScizor. Out thinking your opponent is generaly the way games are won. Of course there's the luck side of it but you just have to realise, "sh!t happens".

First of all, Emerald and allt he games i have dont got EV IV in them and second, if only using strong attacks over moves like Growl and Dragon Dance isn't meta, then what is?

Unless you intentionally put EVs on it's hard to calulate EVS or IVs. If you want to know about them then go on serebii.

No, Exp is completely different to EVs. Exp determins your level, EVs and IVs determine the stats at that level. Please learn to Pokemanz.
