I think it is meant to read like this

 

1 Tuner + 1 or more non-Tuner WIND monster

If this card is targeted by an opponent's Spell, Trap or Monster Effect, you can tribute 1 WIND monster from your side of the field to negate the effect and destroy the card.

 

Correct me if Im wrong people!
