Here's my order of best monarchs:

1-Raiza

2-Caius

3-Thestalos

4-Kuraz

5-Mobius

6-Granmarg

7-Zaborg

You forgot Granny and in monarch decks Thesty and Kuraz are the only one worth running after you max Cauis and Raiza. (Kuraz is only used for draw power in macro)

 

Testy is great and placing it at last place makes you bad.

Thestalos isn't that great compared with the others and Kuraz can gain it's effect when Special Summoned or summoned without tribute too. I would classify that as better...

For Kuraz you either lose cards or give cards to your opponent. I run testy over Kuraz, but some people might have different oppinions. But Testy is way better than Granmarg and Zaborg. Mobius is mainly side deck material.

2. Caius

3. Mobius (it alllways works, rlly)

4. Zaborg

5. Granmarg

6. Thestalos

7. Kuraz! (not attacking on the turn its summoned means it will get owned next turn.)

 

I usually run 2 raiza, 3 caius and 2 mobius in a monarch deck. i have tried to use the others in place for mobius, but honestly, mobius works far more of the time.
