It's a well known fact that Yukari and Yuka are two of the strongest Youkai in Gensokyo. Aya says in StB that Suika was also one of the strongest. (I assume Yuugi is just as powerful.) As for Flandre, the very fact that she needed to be locked up her entire life, as well as the fact that she blow anything up just by thinking it means she's easily one of the strongest characters in the series.
