In my friend's guide-book we looked at the Ho-oh and Lugia ones and it said on Lugia: HG: 1.- 2.-SS: 1.Whirl Islands 2.- Ho-oh: HG: 1.Tin Tower 2.-SS: 1.- 2.- After you defeat the Elite 4, you gain access to Lugia in the Whirl Islands in Heart GoldSame for Ho-oh in Soul Silver, but he's in the Tin Tower. You get Ho-Oh ontop of the Tin Tower and Lugia at the bottom of the top right Whirl Islands. The only difference is their levels. In HG, Lugia is level 70 and Ho-Oh is level 45. My Prima guide says you need to go to Nintendo World in New York and get an event that was only available the day HGSS came out in America, otherwise you can't get the opposite legend in your game.
