I'll hack a Larvitar so it has 31 ATK IVs and an Adamant nature. Then I'll EV it with the maximum amount of ATK EVs it can have (255). I'll level it up to level 100.

 

If I don't get 630 as my final ATK stat, I will be pissed.

First off, Pokémon.com is the official Pokémon site. And I checked the only AniméDex I could find, which is on Serebii, and it says that Arbok has no relation to Seviper. Also, the sites don't state that flaw because it was something 4Kids did, not the show itself.

Then just AR in some Rare Candys to get your Pokémon high enough to beat it. Or you can just go hunt around in the Safari Zone if you really want to. Not sure how rare it is there though.
