If this card is face-up on the field or in your Graveyard this card is treated as a Fusion Monster. Once per turn, during the beginning of either player's Battle Phase send 1 Fusion Monster from your Extra Deck to your hand the Fusion Monster is treated as a non-Fusion Monster. This card can be treated as 2 Tributes for a Tribute Summon for the added monster from your Extra Deck.

What do you think about this as a starter then, OCG may need adjusting.

While this card is in face-up Attack Position on your field after being Normal Summoned, this card's Level can also treated as a Level 5. While this card is treated as Level 5, your opponent must remove from play 1 card in their Graveyard to activate Trap Cards during your Battle Phase. Increase the ATK of this card by 300 for each card removed from play. You must pay 200 Life Points for each "Diverse Legion" monster on your field during your Standby Phase if this monster is being treated as Level 5. Each time this card declares an attack while only being a Level 4 monster, negate the effect of any card that targets this card.

I'll do it then:

 

When this card is Normal Summoned in Attack Position, this card is treated as a Lavel 5 monster. When this card is a Level 5 monster, your opponent must remove from play 1 card in their Graveyard to activate Trap Cards during your Battle Phase. For every card removed from play, this card gains 300 ATK. You must pay 200 Life Points for every "Diverse Legion" monster on your field during your Standby Phase if this monster is treated as a Level 5 monster. When this card battles a monster your opponent controls while it is a Level 4 monster, negate the effect of all cards that target this card until the end of the Damage Step.

 

Its kind of overpowered, and the OCG was pretty confusing when I tried to fix it.
