As long as this card remains face-up on the field, you can discard 1 card from your hand to negate the activation of 1 Spell Card and destroy it. Then place 1 Spell Counter on this card (max 3). By removing 3 Spell Counters from this card, add 1 Spell Card from your Deck to your hand.

 

There ya go. For the future, I just looked up real cards on yugioh.wikia.com and checked OCG with them. You can do that, too, and save this step ;)
