actually they can..ever heard of gemini monsters?? in the tactical evelution?? this is one of them i guess that can be normal summoned again to have its effect work

 

how is 1700/1700 overpowered?? luster dragon is 1900/1600

 

effect is overpowerd?? asura priest has the same effect and atk
