Monster Reborn and Brain Control are probably the best and most splashable Tuners around. The fact Shining Angel as per one of Royal Oppression's rulings, bypasses Royal Oppression and therefore cannot be stopped from Summoning another copy of itself or an Honest as tribute Fodder for a Monarch makes it even better.
