The Huntail/Feraligatr is on par with the Giratina/Rayquaza.The Torterra/Emploeon is on par with the Arceus/Deoxys.It comes down to Arbok/Rayquaza and Dialga/Torterra, and Arbok/Rayquaza clearly is the better of the two.
