Just letting you know, you typo'd your Traps. 6, not 5.

This isn't IRL considering that you've got Golem, Natural Beast and Catastor, so I'd throw in a Crush. Neg Mirror Force.

The 3 Shrink don't make sense. You've got a large gap in ATKs, 400-500ish cards, 1700-1800 cards, and the Monarchs. The 400-500ish cards won't be taking much out after Shrinks, the 1700-1800 cards generally won't need battle support, and the Monarchs don't rely on battle as much, and when they do, they shouldn't have too much of a problem most of the time.

-3 Shrink

-2 Foolish

+2 Secret Village of the Spellcasters

+3 Toon Table of Contents

-1 Kycoo the Ghost Destroyer

+1 Toon Masked Sorcerer

-2 Raiza

+2 Magcal Marionette

-2 Soul Exchange

+2 Magical Dimension

Try that, more Spellcaster-ish. Oh and get some Arcanites in that Extra Deck. kcyabai.

This is IRL, I'm just patient; those cards are Extra/Side material anyway, so it's not so much of a big deal.

Being a Monarch build, shifting it to anything else would be absolutely ludicrous; nothing else affords the same control.

Shrink serves six cards in the deck at any given time and can also help recover from big JD move.

Sorry, your changes would probably kill the deck, rather than help it much.

I'm not liking the 2 Soul Exchange/5 Monarch thing - I play 7 Monarchs and even then I often find Soul Exchange to be a dead draw =(

How about..

-2 Compulsory Evac

-1 Soul Exchange

+2 PWWB

+1 Night Assailant

I would use PWWB if I had them.

This is IRL, by the way.

Soul Exchange has been relatively useful for me so far, but I haven't tested too much yet.

Out of curiosity, what EARTH monsters do you have that let you Summon Natural Beast? Am I missing something, or are you just running it because of Brain Control/Monster Reborn?

Night's End Sorcerer is Level 3, right? (Couldn't be bothered to check Wikia. It's late.)

No D.D. Crow in the Side Deck is a little disappointing, though.

What use does Pulling the Rug really have anymore?

End is 2, so that's why it's ideal to use.

Natural Beast is pointless, thanks for pointing it out.

D.D. Crow doesn't matter, since I'm removing a lot with Kycoo and End anyway.

Monarchs will be making a comeback, I believe.
