No. It's not something needed right now. People rarely look at the bottom of the page (or pay attention for that matter).

 

i always scroll to the bottom of the page to do quick replies >_>

 

i guess it is fine,it shouldn't take long to code this

Unnecessary. You can already tell whether you can post in a thread - it will have a blue "Post Reply" button if you can, and a red "Locked" button if you can't - and finding out whether you can post on a forum is easy - just click "New Topic" and see what comes up. The other attributes that usually appear in permissions boxes are already covered. If you have posts, they can be edited, and you can post polls if and only if you can post topics.

You can't post to many times. Post as much as you like as long as it's not spam. If your saying that it would tell your 1 more spam post will mean trouble then it might work. The only problem is that people don't always know what spam is and when their spamming (even if their told 10,000 times).

I believe my post to be straightforward, and submit that the communication breakdown lies in your own insufficient level of mastery of the English language.
